Immigration policy and border security are a Federal responsibility. That said, the states have the right, the responsibility, and the ability to handle issues when the Feds aren't doing their job. Abbott would be well within his rights to have the bus driven over a border checkpoint and emptied into Mexico. What would be interesting to see is whether CBP agents tried to stop it.
