The immigrant labor is everywhere. So are idiot contractors. Licensing means they're bonded and insured and passed at least a cursory exam related to their field. You can hire anybody you want in California, but you get shit-tier work from wannabes when you do.

I get contractors being licensed. However CA is out of control on occupational licensing.
