Now, those branches are in the midst of a catastrophic recruitment crisis, one so bad that congress lowered their quota's because there is no realistic way to meet them. What this means, is that as the glow niggers retire and collect their pensions(which are dangerously underfunded) they will not be getting replaced because the replacement pool is too low. The era of big government is over. They have not figured it out yet.
