"by Law" to me would mean they'd have to pass a law making it illegal for states to require citizenship, no? Also as far as I'm aware there is at least one place where it's made pretty clear that only citizens are allowed to vote, but maybe I'm thinking of a state constitution.
Yes, that would suggest Congress has to draft a bill, pass it, and get the President to sign it or override his veto.
Not that that will matter since they have a lock on the process. Which is why the kvetching about abortion is so hilarious. In the time it took between the abortion decision leak and the decision they could have drafted and passed a federal abortion access law 10 times over. Pretty obvious they aren't because either they know it will flood red states with nigger spawn or because they want their base riled up for midterms. Or both I guess.
