Where in the story does it say that LV isn’t paying the taxes because of Portland’s failure to protect? I’m not seeing that, so I’m not sure why you chose the headline you chose. It says that no one from LV has commented as to why it’s not paying. I think it’s a fair speculation on your part, and probably correct.
