Most people aren't mass murderers, and don't want to utterly destroy even their enemies.
That includes the Tsars when they were dealing with a problem-population.
From that perspective, its a reasonable position:
Why annihilate all these people causing all sorts of dysfunction, when we can just send them away?
Human empathy and human laziness is the explanation.
