In early October, the human rights project Gulagu.net published video footage of torture, abuse, and rape of inmates at the FSIN tuberculosis hospital in the Saratov region.
After that, the hospital management was fired and the IC opened several criminal cases.
The recordings were given to human rights activists by Sergei Saveliev, who worked as a surveillance camera administrator at the hospital while serving a nine-year prison sentence on drug trafficking charges.
Savelyev has now left Russia and sought political asylum in France. The Russian Interior Ministry put him on the federal wanted list.
