A digital identity system could prove just and worthwhile, if it is done just right.

Not possible. Any digital system has access points somewhere. Opportunists will subvert it when the need arises. Dominion ring a bell? There will be secret back doors, "bugs" and real bugs. It will rely on an infrastructure of nodes, requiring electricity to be on 100% of the time, large data centers, etc. Of course all of this will be sub contracted out to the most well connected vendor.
