It may be conspiracy, but: excepting the one in Germany where a nurse intentionally gave a saline shot to people - there are so few cases at each event that it makes me wonder if the attendants were giving saline because they ran out of the real stuff and it's so lucrative to give shots that their superiors said just inject saline and record it as normal.
