I think when you factor in the brainwashing that occurs to send people towards certain politics, I would say they're different. There's a reason the NPC meme hurts their feelings so bad. They know they are performing the whims of others, and they feel insecure because they have no strongly developed personality as a result. Subtle distinction, but I believe for some people, they actually repress their real personality, rather than it being the same as their politics.
