In fact more than 5 beats is suspicious. The video shows UPPER THIGH shaking not mere ankle clonus.

I see repetition in the OP clip from editing, but you can count over 10 beats on one limb but both limbs involved and not stimulated.
birth length and birth weight of patient would help as also knowing true gestation time.
light reflex and other common tests would be helpful.

babies can grow out of all sorts of brain trauma, including a hemispherectomy in females. So yes, maybe the brain can develop past this.
