Secret ops were an Eisenhower idea coming out if world war2 where they had been very effective. He had lead the allied forces in world war2 and saw the immense bloodshed and destruction and wanted to avoid the rise of leaders that could cause another war which he thought would end humanity in a nuclear conflict. So as president he supported via ops like assassinations and covert influence of foreign leaders to stop them before it started. He support was want created the cia initially and later continued and expanded it during his presidency. It was a good idea as it originated.
