Phase 3 trials are a 'Long term trial' that requires long term follow up monitoring.
Not all initial Phase 3 Trial recipients complete the 2 yr Follow-up monitoring (might drop out, move away, change lifestyle habits invalidating Trial control parameters, die etc) So initial dosing stage of Phase 3 recipients is considered closed, completed and finished after Candidates/ Recipients are successfully dosed/ vaccinated with study drug before moving into the 'long term monitoring phase'.- meaning it is closed or finished and no more candidates can be introduced into that trial cohort. That first part of the Phase 3 Trial is what you're referring to as closed, completed and finished.
