The camera that is filming the surveillance camera video is moving not the video. You can seen the pan off the original screen from about 1:24 to 1:27 on the left hand side.
Who is filming? Probably some person who was asked to put it on the web by whoever was told about the incident and asked to check the surveillance footage is my guess.
Why? To put it on the internet for many reasons.
The girl seems on the ball. She saw a car door open and probably saw that fuck on the phone pull up and open it.
