Kids need to be raised to know the world isn't a safe place. Mom and dad may have worked very hard to give them a safe home, but the world is not their nest and real monsters exist.
Do not mess with strangers. You don't know if a person is mentally ill, or having a bad day. If a person isn't from your culture then you don't know how they will react even on a good day (this goes for immigrants and non-western non-whites living in the west for generations.)

This would not have happened in a white neighborhood. Teaching these kids to be cautious of non whites is forboden and that is the problem.
