No, time will still be passing even if we remove hours, minutes, and seconds. Days will still be passing as that is sunrise to sunrise. Months will still be passing because of the moon. Years will still be passing because the seasons will still be changing. What doesn't exist is the precision at which we measure and track time's passing. Hours, minutes, seconds, months, weeks and years are all arbitrary creations of the human mind that civilizations have agreed upon to facilitate trade.

Time is much more abstract than the preciseness of 6:39pm Pacific Daylight Time Tuesday, June 20, 2023.

There exists no evidence time passes at all. The concept, to unit of measurement, is entirely a function of intellect and consciousness.
