In a major crisis I assume ferals would destroy pretty much every bridge if they could get away with it.

Even if common criminals didn't The Powers That Be would probably blow them up or the police would block them all because reasons the way they did road blocks in Hawaii.

So I looked to see if there's a such thing as an inflatable ferry and there is.

This reminded me of floating jeeps during WWII. They would drive a jeep onto a tarp then wrap it up around the sides. It would displace just enough water to float.
