Honestly, even if they did hoax it, they could easily hoax an american flag. The only way we'll ever know for sure is if an independent third party goes there first and confirms the presence/lack of footprints at the landing sites. As for not going there anymore... there's just no good reason to. There's no emerging military or commercial use for putting men on the moon that justifies spending that budget.
