Negative. It's not that I do not trust these people, I actively Distrust them and presume that they are acting in the interests of powers who absolutely do not have my best interests at heart.

Many of these people are just dupes, and many are "reluctantly" going along because "everybody's doing it" or they just want to keep their jobs. In some ways, these people are less culpable than the people who are actively pushing this great evil. But, in other ways they are just as culpable. If these ordinary people just refused to carry out the orders of tyrants, the tyrants would fall overnight. Without the obedience of the organs of state they have no power.
