Looks like a pile up, the bimmer sedan or whatever that is, is underneath him and I can only assume is the reason he was pushed up over the divider wall. The car in front makes me think the sedan lost it under braking or tried to turn away from a direct collision and hit the masked moron. I'm sure the driver is retarded but not sure if he caused this mess.
