Source, worked for the government and so stupid shit like this all the time.
Here's what happens:
Some politician wants to make a deal with one of his Chinese buddies. So they get an earmark. Bam, money sent to China.
Another politician wants to fund something. So he or she works with their Chinese buddy to get something funded. Bam, money borrowed from China.
Both sets of morons never talked to each other because they have no idea or need to. When you view it on the ledger, you can see funds going to China and funds coming from China.
And China, despite it's PR arm trying so hard, is also guilty of this same type of gross incompetence. Mismanaging funds all the time, just like this.
And thus we have retarded politicians doing retarded things because OMB doesn't have a way to see into any of this without being directly involved.

The logical questions then need to be answered, such as how did we allow these people? If we legitimately voted for them then the only ones we can blame are the voters, if we didn't legitimately vote for them, then they simply assumed power and have shown no qualifications. Maybe another 9 months they can birth some more bullshit and then we can really say enough, give us someone with a shred of competence to at least read the damn teleprompter.
