When the shelves are empty there will be nothing the government could do to save them even if they wanted too which they don't. Fed coin isn't going to save them, the military wont save them, Communism won't save them. When there's no food there really wont be anywhere. No magic stockpile to cart it out from. They don't have a magic wand to produce the stuff at a whim. It will be the end of the government and the nation. You don't come back from a 30% die off. There will be decades of turmoil after and i really doubt any of the people currently in charge will be able to do anything even with all their scheming beyond getting killed.
