The reason why it's present both in Indian territory and Europe is, if oversimplified, some Aryan tribes migrate to what is now India and established control over the natives and their territory. This is why even today members of the ruling castes in India can be very White looking.
Yes, this is one thing I learned through working with various Indians as a White European. They try to meet you on the same level. They can surprisingly speak good English even though their accents can make it annoying in certain situations.
