That's NATO for you. In Croatia before NATO we had a "Death Guard". It means anyone trespassing on the territory where Army is deployed could be killed on sight and there would be 0 consequences to the soldier. Of course this was removed once we joined NATO and replaced with "soldier is responsible for every bullet fired", so evey time you would shoot a rifle anywhere but on the range you would be taken to military court to justify every bullet fired.
