Free play is all about learning conflict resolution skills. If they cut out the free play, they'll just end up with 13 year olds that have no conflict resolution skills, rather than 5 year olds. You could conclude that these people are morons, but I think they are fully aware of what they are doing and what the consequences are, that makes them... evil.
