First maybe botswana has a limited gov, like it's more a big townhall with a small elite ruling over the capital, and beyond that it's every man for itself, not a fucken behemoth with iron dome and james bond shit all over the place with a direct line to trump's bedroom
Second, maybe botswana is mostly a no limit free for all country, as in everything is legally for sale anyway and only a handful of things count as corruption
Third, what type of corruption are we talking about? Is it free for all in the case of israel, or rather an all for schlomo? As in, you can only pay for your pro schlomo shit to go faster than competing pro scholmo offers, but you can't pay for any anti schlomo stuff. And maybe giving a happy meal to anybody in .gov counts as corruption
