It's probably gold that was already in England. Promise gold in exchange for cheap exports. Crash economy. Keep gold.
Just an example, imagine your country's economy is on the ropes due to your commie economic policies. You need massive loans because your commie peasants might revolt and hang you and your family. The International Monetary Fund (IMF or jews) will guarantee some hefty loans with one caveat being that you put all your country's gold on some ships bound for England for "collateral." Being the pinko commie dictator you are, what do you have to lose?
Now you lost all your country's gold ... and your country is in massive obligated debt. Congrats! Your country is now permanently indebted to the international jew.
