The police there were confiscating gas cans and arresting people who had them, stating they were aiding the Truckers, which were deamed radicals or some stupid shit like that... The fact that these folks all have gas cans is a Big Fuck You to the Police! And with all those cans, it wouldn't take much to go to the gas station and fill them up. Can't do that without a can!
