Doesn't look like some NWO shit to me, but rather like some group of people thought civilization is going to die and then has to be rebuilt. Pity that the guidelines are pretty lame though but I like that they advocate eugenics which I think is required to sustain civilization.

Many countries used eugenics up til I dunno the 1970s and that seemed fine? In Sweden retards were sterilized up to about 1970. 1970 was also when Sweden peaked. Maybe just a coincidence but maybe not. An awful lot of retards around nowadays...
