I was thinking of the interesting things that can live in lukewarm water in a pipe, like Legionnaires disease, not to mention the general lack of hot water can be a catalyst for other unwanted bacteria and infective agents.

Hot water is probably the most important antimicrobial agent of all. It works great when you do not have access to another sanitizer, and works better with a sanitizer such as bleach. This will increase dependence on chemical sanitizer which introduces additional health risk.

Don't believe me? Run 140 deg water over a stinky sponge and rinse it out. It will be clean and free of whatever mold/yeast/microbe made it smell bad. Just hot water, nothing else.
