This is Russia giving us an out to avoid war / retaliation by committing economic suicide. e.g. We own up to what everyone knows we did. Europe has enough of our shit plays nice with Russia, the petro dollar / age of US bullshit is over. OR We just legitimized attacks on infrastructure and committed and act of war. It's one or the other, there is no out where Russia backs down from this.
