ya i love how they never actually came to a reasonable, verifiable conclusion to 9.11, but they certainly had a good plan on how to react and stay there for 20 years and waste trillions.
similar here. no reasonable conclusion will be drawn, but we know billions to a corrupt state like Ukraine or to fund another multi decade long "war" against Russia is definitely a good idea.

They didn't waste trillions, they neatly transfered it to our greatest ally after taking a cut.
