20 thousand zlotys ($4397.53) - such a penalty threatens those local governments that will insufficiently reduce electricity consumption in the near future.

Their representatives argue that although they are ready to "tighten their energy belts," the regulations do not specify where to look for savings and what their scale should be.

In theory, everything seems clear: the Law on Special Solutions for the Protection of Electricity Consumers imposes an obligation on local governments to reduce electricity consumption in the period from December 1 to December 31 of this year by 10 percent compared to the 2018-2019 average.

The report on electricity savings is to be submitted by the heads of public finance sector units to the President of the Energy Regulatory Authority (ERO).

Saving electricity. Local governments have doubts.

However, local government officials have doubts and point out that referring to average monthly consumption in 2018-2019 would lead to unreasonable demands on them.

They explain that electricity consumption is higher in December than in most months, and the need for additional savings would force municipalities to turn off street lights, for example.

Local government officials also want a clarification of the regulations, regarding energy savings by public finance sector units.

They argue that it is not clear from them who is to save electricity: whether only offices or, for example, hospitals as well".

Lack of guidelines.

Representatives of local administrations also want to know what the model form of the electricity savings target report they are required to submit to the ERO president is supposed to look like.

There is still no template, despite the fact that almost a month has passed since the publication of the law.

  • We need to know what actions and omissions we can be penalized for by the President of the Authority.

Whether for not taking action, or for not submitting a statement, or for not achieving the required savings," says Adrian Pokrywczynski, an expert at the Association of Polish Counties.

For some reason I see crimes and accidents increasing on dark nights. Call it a hunch.
