Such laws aren't even required
If it really gets airborne ebola bad, most countries can use emergency powers/enact martial law left and right and impose curfews and put check points all over the place, ground air traffic and such, whether it's for a deadly virus, a military invasion, or for an ongoing coup d'etat makes little difference practically speaking IMO, and most if not all countries are legally equipped to deal with a coup/revolution, they all have emergency powers in their legal arsenal
And again if it really gets obviously ugly, like it's fucken dirty on the streets, well it's going to be obvious that critical infrastructures must be secured etc
