Only a small amount of "special militia" members who do security at airports and government buildings are allowed to keep ammo at their house. Everyone else has to collect theirs from the armory. Even if you're going target shooting they note how many rounds are dispensed and how many you shoot so they know if you are trying to skim extras.
I'm not sure if that's just rifle ammo or if it extends to pistols as well.
