There’s a difference between the “homeless” and bums. They’ve combined both groups into one on purpose. The actual homeless make up a tiny portion of the group and they can’t get real help. It’s a scam, they hand out stupid shit and don’t help people who need help get back on their feet. The vast majority are criminal drug addicts and there’s no helping them.
