No reason it can't be both and even more. The economy is shit, housing is expensive. If you force millions of men to go over season, blow shit up and die, then the economy has to go into war production mode, and the more of us die, the cheaper housing will become, and the easier the des can win future elections because their imported pets will outnumber those who remain.
