That's what I hear. I work with people who live(d) in the area, some of them sold houses to the developers when Intel wanted to buy it. They've said that work has slowed and Intel's developer has stopped paying some contractors - not that it mattered, they were literally a lot of illegals that had to be transported up to the site in prison busses (saw those on I-70 all the time, wondered WTF was going on.)
The local sentiment here has turned to what I would call poor, local radio stations that were crowing about the win have started to talk smak about the deal, and even DeWino has started mentioning that maybe some funds needs to be clawed back. From what I've heard, that's impossible because of the sloppiness in the way the contract was written.
