You want the real reason? Governments and oligarchs depend on carbon dioxide levels to stay on track, for two reasons. The one you all know about, inciting hysteria and population control, is fairly obvious. The other one is more interesting; if they dropped CO2 levels back down to where they were a hundred years ago there would be a massive famine. Crops do really well when they can harvest more carbon from the air; when the level is below 0.03% (300 parts per million) there's only so well they can grow. Certain crops more than double their yield going from 250 to 350 ppm because most of the excess sugar generation is devoted to producing fruit instead of growing bigger or the energy going to homeostasis. Actually decrease atmospheric carbon dioxide and there would be starvation and war.

Nothing standing in the way of this after a population drop.....

This is true. There is also an idea out there that we are at the low end of carbon in the atmosphere and in danger of freezing over.

Mmm, not really... We're definitely on a long-term cooling trend in an interglacial period, and glacial expansion is definitely coming (in the next thousand or five years). A couple degrees of warming might put it off for a bit, but IMO it's not as significant as they're saying.
