Oh absolutely. Ships are an ideal vector for this kind of propaganda event because they're mobile, they can end up in all kinds of places with very few witnesses and plausible enemy action. I think for 9/11 they realised they had such widespread control of the press that they just didn't need to worry about witnesses anymore. They could gaslight anyone they need to into submission.
