This is correct. What people need to know is that the application processor (android, ios) is the secondary processor. It is slave to the primary processor, which is the broadband processor. When you power up your phone, this is the processor which starts and controls everything on the device during startup.

The primary processor is the "radio" processor. This is why most phones no longer allow you to remove the battery. It runs independent of the application processor. It has full access to everything on the peripheral bus. This usually means memory, gps, disk, camera, mic, and wireless. Which means all of those can be accessed remotely, even when people believe their device is turned off.

It means most every phone is capable of remotely spying on and tracking you in real time, even without a call in progress.

This is the real 5G chipset and infrastructure battle. Anyone telling you otherwise is ignorant, an idiot, or a shill. This is why China wants to fully control both infrastructure and chipsets.
