If that's on purpose and man made, if it's a message, then the message is "courtesy of DOD"/MIC They are signaling they are behind that stunt essentially. Now, are they signaling it's them who put him there or are they signaling they are siding with him/having his back, somehow... I would rather go for the former, because that's not a cool story, when it's too good to be true it usually is
