The question is does there really exists a no shoot order under this threat i would believe that they are authorised to take out a potential shooter without going through chain of command as that takes to long in an emergency situation.
I don't know this for sure but I do believe that you need the kill command so as to prevent anyone from accidentally shooting one of the protection detail. That would be pretty shitty if you were on one roof and some DIE hire shooter on another roof took you out because he thought you were a threat.
Seen some "news" account saying there existed no stand down order or policy and that should have gone out the window as he supposedly pointed a gun at an officer threatening to shoot him.
