I believe the troops were called back since the men taken prisoner were treated so badly and to quell/stop rumors that Russian troops are hurting Ukrainians like the MSM is promoting when it's actually paid mercenaries or Soldiers with beefs that are murdering and torturing personal grudges with a rifle and troops to punish people that feel have wronged them though they may just be assholes.
