That's my understanding but the further back we go the hazier I am on specifics. To my knowledge the reason why there were relocation camps to begin with is the french refused the Madagascar plan and the english limited the number of jews they would accept in israel, in addition to the disproportionate participation of relocated groups in the communist revolution in Germany's civil war.
