No. This is just about demoralisation. Paper mills are electricity generators. All the steam turbines used are powered by burning wood and cuttings that has no commercial value. They are energy independent. Everyone that lives near a mill knows this.

While what you say is true, germany isn't equipped with steam turbines you can run with just about anything to power its industries and cities
