Go short on apartment, retail, and office building REITs.

Usually buying and selling options is less risk than actually shorting a stock.

*I don't know if you can short municipal bonds, but that might be an option.

Gotta find some index/ETF which represents the overall economic/social state of said area. Then see if a broker will let you short that asset.
