They aren't. These clowns could no more engineer an effective "kill shot" than they could cure the common cold. The complexity that is 'us' is absurdly beyond our understanding. That being said they are extremely likely to have lots of unintended consequences from their "miracle drug" because of that same ignorance of how we work.
