“I said, ‘We’re not going to have deficits with your country’,” Trump said.

“We’re not going to do that, because, to me, a deficit is a loss. We’re going to have surpluses or, at worst, going to be breaking even.”

You shouldn't ever take anything Trump says literally, he is asking for something crazy that he almost certainly doesn't expect to get. It is a negotiation tactic.

This is the one thing I think he is really good at, and the one point of his presidency I am actually pretty positive on.
