I'm so bummed. I loved voat so much and I'm not exaggerating. It was like a friend. I made the switch right when I was pregnant and on bed rest. It kept me entertained when I was bored out of my mind. Then when my husband had cancer I could find support and escape. And of course the Trump election was just spectacular. None of that could foster right now given it's current climate. It's like watching a good friend spiral.

Measuring artificial impressions is not that hard to do, but /r/politics is a good way to see how much the shills are out in force. They use about 25,000 shills on any given day, unless something big is about to happen. When they are out in force, it starts to approach 50,000 accounts.
But that is, specifically, to combat /r/The_Donald.
Shilling is a clever numbers game.You can't use your 25,000 shills on Voat. In order to fake a consensus, you really only need about 20 people with about 10 accounts each, doing about 50 posts per day, each. This is enough to completely fake a consensus in the Voat ecosystem.
Poal would require even less. The more clever the group of shills, the less they really need to manufacture a consensus, but most are not that imaginative and merely go off a script.
I think we are starting to see the rise of a new class of shill, because they are getting desperate.
As far as promoting the manifesto goes, it is pure idiocy. Should it be available online? Absolutely. To me, it might as well have been written by David Brock and Media Matters to tee up the exactly correct media response from the Left.
The problem is that a communist who "doesn't blame Israel" is not a "real" white supremacist by any sense of the term. "Separate but equal" is not about "supremacy." What white supremacist goes to Pakistan and Turkey for a few years, then comes to New Zealand to try to get guns banned in the US? The story doesn't make any sense.
Given Kamala Harris' ties with Jussie Smollet, who faked a giant staged media narrative, and the fact that her friend, John Podesta, was dealing with New Zealand on the 10th, 5 days before the shooting, should have everyone waiting to see how the facts of this case pan out. John Podesta even called NZ an ideal target. Then, of course, we have a known Mossad cell operating in the area.
Given all of that ancillary information, I'm going to go ahead and wait before I jump to any conclusions.
The shill machine, of course, isn't going to want to do that. While the neurons are firing, people are ripe for manipulation. So, everyone who is intellectually dishonest is going to jump in, pretend to have all the facts, then try to convince you of something that is actually contrary to your own personal interests.
